Cut a piece of construction paper length wise in half and staple it end to end.
Lay down the now long skinny strip you have created and place a piece of white tissue paper over lapping part of the paper with the excess up top.
Staple the tissue paper at various points to the paper, securing it. Now fit your child's head wrapping the construction paper around and stapling end to end to make a snug fitting hat brim.
You should now have a brim with tissue paper half secured. Fold the tissue paper down to the other side in the brim, making a dome, and staple in place.
